Pak conspiracy exposed: Two doctors dismissed for fabricating evidence in 2009 Shopian case

Srinagar: The Jammu and Kashmir government has terminated two doctors for allegedly collaborating with Pakistan and falsifying the post mortem reports of Asiya and Neelofar who died in Shopian in 2009.

Official sources claimed that the government took decisive action by terminating two doctors -Dr Bilal Ahmad Dalal and Dr Nighat Shaheen Chilloo. Investigation has revealed that they were actively working with Pakistan and hatching a conspiracy with its assets within Kashmir to falsify the post-mortem report of Asiya and Neelofar of Shopian, who, according to the CBI had died by accidental drowning on 29th May 2009.

Official sources said doctors were accused for creating false evidence such as bogus post-mortems, maliciously obtaining biological samples of body fluids (vaginal swabs and spermatozoa) of unknown persons and fraudulently placing it as to be of deceased women, criminally intimidating persons to give false evidence and all of these to falsely implicate security force/police personnel for rape and murder which never happened.

“The investigation also uncovered their collaboration with Pakistan’s ISI and terrorist outfits. The government invoked 311 (2) (c) of the Indian Constitution to sack the doctors, while it was discovered that the top echelon of the then government was aware of the facts but chose to hide the truth, causing unrest in Kashmir.

In a shocking revelation, Dr. Nighat Shaheen Chiloo, currently serving as a Consultant Gynaecologist at Sub-District Hospital Chadoora, and Dr. Bilal Ahmad Dalal, a Medical Officer posted at NTPHC Takiya Imam, Shopian, have been identified as key players in the Shopian conspiracy.

Officials said their alleged actions, along with several others, were described as the lynchpin of subversion and obstruction of justice, acting on behalf of Pakistan and terrorist groups to sow unrest in the Valley.

According to sources, the two doctors, along with their co-conspirators, devised a plan to falsify the post-mortem reports of the two victims. “Shockingly, not just one, but four different post-mortems were prepared, riddled with intra and inter inconsistencies, deliberate omissions, and fabricated details that did not exist in the unfortunate accident. Additionally, biological samples from unknown individuals, unrelated to the deceased, were fraudulently obtained and presented as evidence,” official sources revealed.

During the initial investigation, four police officers, including a district SP, were arrested and detained. However, the subsequent CBI investigation revealed that they had been falsely implicated. Despite the commendable efforts of the CBI, justice remained elusive due to threats directed at the local CBI counsel by terror outfits and their assets, hindering the pursuit of the case.

The efficient and expeditious CBI investigation, conducted amidst extremely difficult and hostile conditions, unearthed compelling evidence supporting the truth that the two women died due to drowning, dismissing any claims of rape and murder. Moreover, the investigation exposed the deceitful and sinister roles played by specific lawyers, doctors, and others who subverted and obstructed justice.

These revelations have sent shockwaves through the region, highlighting the depth of the Shopian conspiracy and the attempts to manipulate the narrative surrounding the incident. The findings underscore the crucial importance of upholding justice and ensuring the integrity of investigations, especially in cases with significant societal implications.

CBI Investigation Debunks Rape, Murder Allegations; exposes conspiracy

The investigation conducted by the Central Bureau of Investigation (CBI) into the Shopian incident that took place on May 29, 2009, has debunked the rape and murder allegations that lead to a prolonged unrest in the valley.

According to the CBI investigation Asiya and Neelofar’s deaths were found to be the result of accidental drowning, dismissing the unfounded allegations of rape and murder.

The Jammu and Kashmir government hailed the CBI inquiry amid adverse conditions and stated that the CBI’s investigation not only helped quell the street violence but also exposed the devious role played by specific lawyers, doctors, and others who subverted and obstructed justice.

Official sources said the findings of the CBI played a crucial role in countering the false narrative and bringing justice to the case. “CBI did a fantastic job but the justice remained elusive because the local CBI counsel was threatened by the terror outfits and their assets not to pursue the case”.

“The CBI investigation into the Shopian case has been commendable, unearthing crucial evidence and exposing the truth behind the conspiracy. However, the pursuit of justice faced significant challenges. The local CBI counsel was threatened by terror outfits and their assets, hindering the progress of the case and delaying justice for the victims”.

“While the investigation has brought to light the truth that Asiya and Neelofar died due to accidental drowning and dispelled the false narrative of rape and murder, it has also shed light on the sinister role played by specific individuals, including lawyers, doctors, and others, who subverted and obstructed justice”.

Lawyers, Terror Ecosystem under scanner for hindering Proceedings

In a shocking revelation, the Central Bureau of Investigation (CBI) has uncovered evidence pointing towards the obstruction of justice in the infamous Shopian case.

The investigation has exposed the involvement of specific lawyers and elements within the terror ecosystem who allegedly conspired to impede the course of justice.

Official sources said the absence of proper legal representation and delayed framing of charges have been identified as key factors that hindered the pursuit of justice in the case.

Sources further said that the absence of the CBI’s local counsel went unnoticed and unaddressed for a shocking period of around 8 years and 3 months.

“The local CBI counsel absence facilitated in saving the 13 accused (06 doctors, 05 lawyers and 02 civilians) especially Dr. Nighat from being tried for creating false evidence such as bogus post-mortems, maliciously obtaining biological samples of body fluids (vaginal swabs and spermatozoa) of unknown persons and fraudulently placing it as to be of deceased women, criminally intimidating persons to give false evidence and all of these to falsely implicate security force/police personnel for rape and murder which never happened,” Sources said.

After CBI debunking rape theory, investigation revealed that advocate Mian Abdul Qayoom’s Bar association asked Pakistan to take up the ‘Shopain rape issue’ with the International Court of Justice (ICJ) at the Hague.

Official sources said Mian Qayoom alleged that the Government of India had failed to deliver justice while his General Secretary G.N Shaheen said, Pakistan was under obligation to take up the issue as ‘it is a party to the Kashmir dispute.

“It was premeditated on the part of Pakistan proxy Mian Qayoom and his associates and it is also evident from a series of public press conferences and street protests, he and his associates immediately organized, rejecting the CBI findings. The point is: he was least interested in truth, rule of law, due process of law if it was not his version,” Sources said.

Seven Months of Chaos: Economic Devastation and Lives Lost

The Shopian conspiracy, which unfolded after the tragic incident on May 29, 2009 left a lasting impact on the Kashmir economy with an estimated loss of Rs 6000 crores in business during seven months of unrest.

Official data reveal that the turmoil left a lasting impact on the economy of Kashmir valley due to prolonged unrest fuelled by a fake narrative. “The economic repercussions were severe, with an estimated loss of around Rs 6000 crores in business during those seven months”.

Official sources further revealed that as the investigation into the Shopian case progressed, a shocking revelation emerged. He said it was discovered that the entire incident was part of a larger conspiracy orchestrated by deep assets within various societal and governmental institutions, acting in collusion with Pakistan and its proxies in Jammu and Kashmir. “The aim was to fabricate a completely false story, tarnish the image of Indian security forces, and create disaffection against the Indian state”.

Data revealed that over a span of seven months, from June to December 2009, the region was engulfed in flames. The conspiracy led to 42 strike calls by Hurriyat Conference, resulting in widespread rioting throughout the valley.

Government Data indicate that approximately 600 minor and major law and order incidents occurred in all districts, leading to seven civilian killings and 103 injuries.

Moreover, 29 police personnel and six paramilitary personnel were also injured during the protests. “The economic repercussions were severe, with an estimated loss of around Rs 6000 crores in business during those seven months,” data revealed.

Government sources said the Shopian episode emerged to be a classic textbook case study of how Pakistan and its proxies in J&K mobilized their deep assets within several societal and governmental institutions to fabricate a completely false story, give credence to the falsehood by creating false evidence including a totally bogus post-mortem, going to the extent of replacing biological samples to falsely implicate completely innocent police officers and thereby subvert and obstruct the justice system of a proportion that is unprecedented in the annals of criminal justice system.

Sources said tens of hundreds of news and op-ed stories came to be published in local, national and international media vilifying the Indian State for encouraging rape murder and mayhem in Kashmir using its security forces and later hushing it up.

“The effects of these write-ups have been devastating. Hundreds of youngsters expressed their desire to join terrorism to avenge the dishonour of the women,” they said.

“Immediately after the local setup of terror network in Shopian twisted the drowning incident as rape and murder, the next layer of terror entities based in Srinagar took over the reins of campaign”.
