BRICS – No Tolerance for Terrorism

The recent BRICS declaration, which unequivocally condemned the horrific terrorist attack in Pahalgam on April 22, 2025, sends a strong and much-needed message to the world, terrorism, in any form, is an intolerable crime against humanity. The attack, which claimed 26 innocent lives, was not just an assault on India but a brutal strike against global peace and security. By denouncing this act of senseless violence in the strongest terms, BRICS has reaffirmed its commitment to a unified, zero-tolerance approach toward terrorism, one that rejects double standards and demands decisive action.

The joint statement goes beyond mere condemnation. It calls for concrete measures to combat cross-border terrorism, including cracking down on terror financing, dismantling safe havens, and expediting the long-pending Comprehensive Convention on International Terrorism (CCIT) under the UN framework. This is a significant step, as it underscores the urgency of global cooperation in countering terrorism, a menace that continues to evolve and exploit geopolitical divisions.

Equally noteworthy is BRICS’ firm stance on United Nations Security Council (UNSC) reforms. The group rightly pointed out that the current structure of the UNSC is outdated and fails to reflect today’s geopolitical realities. By advocating for greater representation of developing nations, including backing India and Brazil’s bids for permanent membership, BRICS has amplified the voice of the Global South. A more inclusive and democratic UNSC is essential for addressing global challenges effectively, be it terrorism, climate change, or economic inequality.

Prime Minister’s address at the summit further reinforced India’s leadership in shaping this vision. His call for reforming 20th-century institutions to meet 21st-century challenges resonates deeply, particularly his emphasis on a multipolar world order where developing nations have a fair say. His assertion that terrorism must be fought without double standards, where no nation should shelter or sponsor terrorists, was a timely reminder of the moral clarity needed in global counterterrorism efforts.

The ‘Rio de Janeiro Declaration’ is more than a diplomatic document; it is a bold assertion of BRICS’ growing influence in global governance. By taking a principled stand on terrorism and UN reforms, the bloc has positioned itself as a key player in shaping a more just and secure world order. The challenge now lies in translating these words into action, ensuring that the fight against terrorism is uncompromising and that UNSC reforms move beyond rhetoric to reality. The world must heed BRICS’ message, only through unity, equity, and unwavering resolve can we defeat terrorism and build a future where peace and justice prevail.
